Office 2007 Updates failing with only Office 2007 Interop Assembli

I have some customers with machines running Office 2003. These machines have
Office 2007 Interop Assemblies installed, but not Office 2007. Windows
Update reports the need for various Office 2007 updates, but when these
updates are installed, they all fail.

Any ideas on why this happens?
