I think there are several possible causes. Below is the cause and fix for
my similar issue on XP Pro SP3 a few months ago:
Check your HKLM Registry to see if you have an entry for SensLogn
NT\CurrentVersion\Winlogon\Notify\SensLogn ) This was the problem I had and
after adding SensLogn with the appropriate subkeys, my problem was resolved.
I've no idea how the key came to be missing to begin with.
Updates are not installed successfully from Windows Update, from Microsoft
Update, or by using Automatic Updates after you perform a new Windows XP
installation or you repair a Windows XP installation http://support.microsoft.com/kb/943144

If KB943144 doesn't help the OP (as it didn't help me when I had a problem
with windows update several months ago) then I suggest looking here as well: http://support.microsoft.com/kb/910341 This discusses the SensLogn
registry key as I pointed out earlier.
