I can tell you how to remove the download and "hide" SP3 but...
1. Free support is only available until April 2009; and...
2. If WinXP SP3 isn't installed by April 2010, you will not be offered any
further updates.

Free unlimited installation and compatibility support is available for
Windows XP, but only for Service Pack 3 (SP3), until 14 Apr-09. Chat and
