Reply back from Microsoft is below. I uninstalled the SQL Server 2000
which apparently was OEM installed by Dell and this resolved the issue.

I understand you are encountering an issue relating to the SQL server's
update installation. Before going any further, I would like to confirm that
if SQL Server was pre-installed by the Original Equipment Manufacturer (OEM)
on the computer and you haven't used the SQL Server features. Also, please
let me know if this is a home environment or an enterprise environment.
If the above situation is our current stage, I would like to explain that
Microsoft SQL Server is a relational database management system (RDBMS)
produced by Microsoft that's designed for the enterprise environment. Its
primary query language is Transact-SQL, an implementation of the ANSI/ISO
standard Structured Query Language (SQL) used by both Microsoft and Sybase.
As the SQL Server is a relational database management system for the
enterprise environment, we no need to use it in the home environment. Based
on the current situation, we can take steps to remove it for our issue. Also
we can hide the update.
As the SQL Server is used in the home environment, we can take the following
steps to remove it for our issue.
1. Click Start, Run, type in appwiz.cpl and press OK.
2. Look for the SQL Server 2000.
3. Please highlight and remove it.
4. Restart Windows as required.
If you still would like to keep the SQL Server 2000 for future use and just
would like to temporary stop this update, we can take the following steps to
hide it.
Hide the update in Update Website

1. Open Internet Explorer (IE) and go to the Microsoft Update site directly:
http://update.microsoft.com/microsoftupdate
2. Click "Custom Install" to scan your system.
3. Choose the update which you want to hide on the right pane and check the
box "Hide this update".
4. Restart the computer and this update should not be offered again.
However, if you would like to install this SQL update, I will do my best to
help you manually install it. If it still cannot be installed, it is most
likely caused by a corrupt SQL program so we need to contact SQL Server
Support directly. Please be assured we at Microsoft will do our best to help
you.
Step 1: Backup Database at first.

Refer to your hard disk and backup all the mdf, ndf, ldf files in the
following folder to other place.
C:\Program Files\Microsoft SQL Server\MSSQL.1\MSSQL\Data
Step 2: How to manually install the SQL Server update
=========================================
1. Please refer to the following link to download the update, and save it on
your Desktop.

NOTE: there are three types of KB948110 for different hardware Architecture.
Please choose the proper one to install. Generally, for Windows XP/Vista
32bit system, you need to choose SQL2000-KB948110-v8.00.2050-x86x64-ENU.exe
to install.
2. Please double-click the downloaded file to install it.
If the update still cannot be installed, to understand the issue better,
will you provide detailed error message you see. Also, please check if you
can find the hotfix log from the following folder:
%programfiles%\Microsoft SQL Server\90\Setup Bootstrap\LOG\Hotfix
