Windows continually fails to update - 0x800736b2

I am running Vista Home Premium SP1. For a few weeks after I installed SP1,
windows updates worked fine. After that they continually failed. I now have
over 19 critical updates totally over 109MB that have failed to go through.
Error messages are usually:

Installation Failure: Windows failed to install the following update with
error 0x800706ba: Security Update for Windows Vista *

Or 0x800736b2

I have also noticed:

Windows Servicing failed to complete the process of setting package KB951698
(Security Update) into Install Requested(Install Requested) state

I have tried installing updates singularly and renaming the
softwareDistribution folder. Has anyone else had this issue? I suspect it
could be my Norton Internet security, but I am loath to disable or remove it
with so many updates missing

See if disabling the Norton Firewall *and then* enabling the Windows
Firewall makes any difference, Peter. Do NOT connect the machine to the
internet without a firewall enabled!

Did you install Vista SP1 via Windows Update or manually? Was NIS running
in the background when Vista SP1 was installed?
