XP SP3 user switching

Fast User Switching is no longer fast at all since installing SP3. It takes
up to 5 minutes for the logon screen to reappear once the "Switch User"
button is pressed. It is actually faster to restart the computer instead.
Nothing else has been installed on my PC since or even in weeks prior.

Uninstalling SP3 did NOT remedy this issue.

What is the problem? What can I do to fix it?

How does this issue pertain to Windows Update?

Because MU brought it down.

If something hasn't changed 'after' you uninstalled SP3, then it wasn't
SP3 releated.
