The file is either damaged or not present. The issue may be related to
the state of the OS or, 3rd party software may be either causing the
damage or not allowing the proper installation of the Windows Update Agent.
Suggest you try running the AU Reset tool:

Download and save it. Once the download completes, close all open
programs and browsers.

When you've done the above, with the system connected to the
net/network, run au_check_v78_codeplex.exe
Reboot.
Can the system update now ?
If not, which version of Windows is this ?
