internet explorer

I just recently installed SP3. After restarting my computer I was unable to
access Internet explorer by the Icon on my desktop. When I double click on
the "E" icon it opens up the internet properties dialog box. I have been
able to get online by a page I saved into my documets previously. Not sure
why the icon became unusable after the install or if they are even related.
I am looking for any responses. I deleted SP3 to try and fix the problem but
I still have the same results.

IE version?

You deleted SP3 or you uninstalled it?

What anti-virus application or security suite is installed? What
anti-spyware applications (other than Defender)? What third-party firewall
(if any)? Were any of these applications running in the background when you
installed or uninstalled WinXP SP3?
