error 0x8007001F

When installing service pack 3 the following error was recieved saying a
device is not working. I have attempted to install 4 times and get the same
message and no further detail. I have run diagnostics on the system and
nothing shows up failing.

What gives

0x8007001F = ERROR_GEN_FAILURE
