SP3 update failure and now no access to microsoft update

I have tried to update my laptop to sp3 and the computer did not finish the
instal. Now several microsoft pages will not load on this laptop only.
Hotmail will not load, microsoft update will not load, I can't even get the
support page to load so I can have update support. I have successfully
loaded sp3 on my other laptop and everything went fine. I really need this
fixed, any ideas?
