comp won't restart after successful update install

Install said it downloaded and installed correctly. but after reboot, it
says: windows root>\system 32\hal.dll missing or corrupt and will not
restart. I have copied this file to a flash drive from another computer, but
I don't know how to get the system running to get hte file in there. It
won't boot to safe mode. Can anyone tell me how to make a boot disk from my
laptop that I can use to get the desktop working? any other suggestions??

Always state your full Windows version (e.g., WinXP SP3; Vista SP1) when
