Perhaps because you stopped it? ; }

Where did you see that? What module? Any details in the Event log?
Any other details in any diagnostics whatever it is would have written?
Tip: you could use ProcMon to supplement whatever diagnostics you
can find.

Typically BITS is started by WUAUSERV when downloads are needed
by AU, WU or MU. You could use bitsadmin (from a cmd window)
to repair it if necessary.
If you need help with your symptoms it would be a good idea to be as forthcoming
as possible when describing them, instead of just asking questions about
what you tried to do to change them while forcing us to try to infer what you were
seeing. Remember, your words have to substitute for what our eyes might notice.
