Try running:

REG DELETE
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\WindowsUpdate\A
utoUpdate\RebootRequired /f
Reboot and try again.

Subject: Service Pack 3 won't install due to uncompleted prior file updates

OS: Windows XP Pro Service Pack 2
Exact Error Message: "Service Pack 3 Setup Error: The system must be
restarted before installing the Service Pack 3, to allow some prior file
update operations to complete. (These operations were previously scheduled
by
some other install or uninstall operation).
Details: I receive the above error when I try to install XP Service Pack 3
from C:\temp. This is the same download that worked fine on dozens of
other
computers in our company. It does not matter which account I use (I have
tried multiple accounts with administrator priviliges). I have restarted
Windows. I have also run the script posted on Codeplex at
