Service Pack 3 won't install due to uncompleted prior file updates

OS: Windows XP Pro Service Pack 2

Exact Error Message: "Service Pack 3 Setup Error: The system must be
restarted before installing the Service Pack 3, to allow some prior file
update operations to complete. (These operations were previously scheduled by
some other install or uninstall operation).

Details: I receive the above error when I try to install XP Service Pack 3
from C:\temp. This is the same download that worked fine on dozens of other
computers in our company. It does not matter which account I use (I have
tried multiple accounts with administrator priviliges). I have restarted
Windows. I have also run the script posted on Codeplex at
http://www.codeplex.com/aureset/Rele...eleaseId=13656

Is Automatic Updates enabled and might Automatic Updates be in the process
of downloading SP3?

Free unlimited installation and compatibility support is available for
Windows XP, but only for Service Pack 3 (SP3), until 14 Apr-09. Chat and
e-mail support is available only in the United States and Canada.

Try running:

REG DELETE "HKEY_LOCAL_MACHINE\System\CurrentControlSet\Contr ol\Session
Manager" /v PendingFileRenameOperations /f

REG DELETE
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\Curr entVersion\WindowsUpdate\A
utoUpdate\RebootRequired /f

Reboot and try again.

That registry suggestion failed to help but thanks for the suggestion. I
have been working with Microsoft via chat to solve this all afternoon. I
will continue working with them tomorrow I suppose. I was hoping to avoid a
format of this computer but it may come down to that.
