You'll need to start the service for the thing to work. Here's 80070422's link:

Down toward the end, on that page, it says this:
"5. Next to Service status, check to see if the service is started. If it
is not, click Start. If you are prompted for an administrator password or
confirmation, type the password or provide confirmation."
Since you say that you can't do that, you should follow their next advice:
"If the problem persists after you have followed the steps above, go to the
Windows Update Support Center website to try to find more information about the
error code or to request support by e-mail."
Click through on the link where it says to go to the WU support center.
You'll see that there would be no charge for email assistance from
Microsoft for your problem. That is what I would do - request e-mail support.
