Windows Update - Error Code 80070424

My Vista system wont let me update windows at all. Windows Defender won't
update either. I cannot even change settings under Windows Security in
Control Panel. I have contacted HP and have gone through the process of
deleting the qmgr.dat files, but with no success. Can anyone help?
