"editor's review" is referring to:

1. A risky download of a beta build of WinXP SP3 that's...

2. Hosted here

(NOT by Microsoft!); and...

3. The download page contains the following caveat:

So, it's not talking about WinXP SP3 final as released by or
downloaded/installed from Microsoft.
