Update does continuos loop

When i goto windows update in xphome it gives the usual page. i click express
update. then it goes to"
page with
Files required to use Windows Update are no longer registered or installed
on your computer. To continue:

Register or reinstall the files for me now (Recommended)
Let me read about more steps that might be required to solve the problem

if you choose register it then takes you to page that says its downloading.
but dumeter shows nothing. then says its registering then goes back to
origenal page. it will just repeat this over and over if you keep clicking.
