Update failure code 800b0109 with VISTA

When I try to update my system, I get an error code of 800b0109. When I try
again, I am told that there is an update in progress that remains until I
reboot the system. I found a reference on the net that this error code
implies that my BITS file is corrupted. Could not download the BITS repair
tool (could not get Microsoft site to validate the version of VISTA. WINDOWS
would not allow primary method; alternate method failed). Went through all
three manual methods of deleting Qmgr* files and still get the same message.
Hardware is a Toshiba A135-S4727. Any ideas?
