But what if one needs to run IIS locally. This is a big problem for me and I
can't believe more people are not having this issue. I have three updates
that show as installed in add/remove programs but with IIS installed the
continually prompt to be installed:
KB939373
KB942830
KB942831

WinXP Pro SP2
IIS 5.1
..NET Framework 2.0 SP1

Those KBs won't install if you have run the Microsoft IIS Lockdown Tool or you've manually adjusted the security settings.

They also won't install if index services catalog is corrupt (go figure!).

Here's how I fixed it:

Stop and disable IIS
Stop and disable Index Services
Uninstall Index Services
Uninstall IIS
Delete Inetpub folder
reboot
install IIS
install Index Services
reboot
