Still unable to get any information that resolves this problem.
Simply fails to download updates, it does not matter from where
still think it is part of the HUGE issues with IE7 that pretty much decides
no matter what you do, what activeX it will ALLOW you to use.

Has this issue been going on since IE7 was installed ?
Check in the Services console to see if Cryptographic Services is set to
Automatic on Startup.
