I can't access windows updates - Error number: 0x800A0046

I can't access windows updates - Error number: 0x800A0046
Scenario - Win XP pro
problems with c: partition- did a restore from ghost - updated windows - now
update will not allow me to review or install ??
tells me to:
Please change your Internet Explorer security settings
To save changes to your settings for this website, you need to enable
userdata persistence for Internet Explorer. Complete the steps below, and
then click Change settings to the left and try saving your changes again.
In Internet Explorer, on the Tools menu, click Internet Options.
Click the Security tab, click the Internet security zone icon, and then
click Custom Level.
In the Settings dialog box, scroll to the Miscellaneous section.
Under Userdata persistence , select Enable.
Click OK and when the security warning dialog box appears, click Yes

These settings are already this way.- pop up blocker on or off has no effect

I also verified or tried these resolutions -

Resolutions
1. Verify the Local Administrator and Service account are added to the
"Impersonate a client after authentication" security policy.

2. Set the Security Descriptor

3. Please remove the user account experiencing difficulty from the Guests or
Limited user account
( We have no guest account only two admin accounts - also not part of a
network)
therefore I did not delete account -why when it was working before??

Any suggestions??
Could Windows genuine advantage become a problem after restore??

What problems? How do you know the Ghost image was OK?

The ghost is good - was having no problems until windows update performed and
windows genuine advantage have genuine any other suggestions?? Can go to
older ghost when computer was new never hooked up to internet. But will I
have same problem? All the articles on this error read & accurate & all
settings the way they are supposed to be other (than deleting my admin
account)
