Sloooooow Internet

My internet is worse than dial-up ever thought of being since the 1/8
updates. I have uninstalled the two XP security updates and rebooted with no
change. I have reinstalled the two security updates with no change. I have
tried unsucessefully several different ways to re-install the Malicious
Software Removal Tool. Any ideas??
