CAN'T VIEW TEMPORARY FOLDER FILES

I am unable to view any Temporary Folder Files. They are listed as an IE temp
file but will not open. Two examples are: DIO1A.tmp and ~DF3FB9.tmp.

What can I do to change the file so that I can view it?
