If you have .NET Framework 3.0 installed, there's a reason (i.e., some
application you use requires it) so, yes, you should install SP1. However,
you do not need to reinstall .NET Framework 3.0 and then install .NET
Framework 3.0 SP1, just install the latter.
Unfortunately, 923100 doesn't give you a download link for either. (I've
asked the Powers That Be to include all .NET Framework versions but I doubt
that'll happen until sometime in January 2008.) Here's the link for .NET
