Windows XP Update KB938828

I instaLLed this Update and now my desktop is inactive. The backgroUnd
pictUre appears, bUt no icons, no menU bar, nothing. I can ctrL/aLt/dLt and
bring Up task manager to get to programs, bUt I cannot get to controL paneL.
HELP!!
