I am. I installed Secunia's PSI software to detect when apps are
needing updates. It found it, and downloaded the Excel update, and
then got the same error that the Update Cannot Be Applied.

Microsoft Update doesn't even tell me I need to run the update. I had
to find this out from Secunia.
