I downloaded the SP and tried to install it - still would not install.
Time to check the log files. Looked at the hotfix.log and it was
complaining about not being able to read the Debug value at
HKLM/Software/Policies/Microsoft/Windows/Installer. I opened regedit
and went to that location, no such value so I create a blank string
named Debug.
SP2 installed without a hitch.
Note: This may or may not be relevent, I did try to run subinacl
earlier and there was no noticable effect but it may have contributed
to the fix.
