Windows Updates

Both of these keep failing to update.

Update for Outlook Junk Email Filter 2003 (KB943591)
Update for Outlook 2003 (KB943649)

No meaningful reason is given.

Does anyone have any ideas as to why this is happening and what I can do to
fix it?

Check whether MSI servcie is running from the servcies.msc
Windows installer service.

or try to download the updates manually and try to install.

I had this, in the end I solved it by putting the office CD in and ran repair
in add remove programs in the control panel, turns out it was due to some of
the office registry becoming corrupted--
