Windows Update Error Code 80073701

I am using Vista 32 Premium on a new install (not upgrade, new custom built
PC). I get the above error when I attempt to get updates (since the 1st
attempt).

I first clicked the link to receive updates "For Windows and other products
from Microsoft Update". Then I installed the updater software (at the top),
then I check for updates... and get the above error.

I can not undo the selection of getting updates "For Windows and other
products from Microsoft Update", and each time I try to get updates it
(sometimes) prompts me to reinstall the updater software, and (always) gives
me the above error.

ADDITIONAL INFO: When I attempt to run any of the CMD line commands, I get
"Not Authorized" despite being logged-in on the ADMIN account.

Always include the details from your Subject line in the text of your post.
Otherwise certain search procedures may fail and in any case not doing so
is unnecessarily confusing for your readers.

FWIW I don't have your OS and that code is not listed on my OS.

Windows Update Error Code 80073701
Thanks for the tip on including the subj info in the body... I'm a noob at
using these forums. As a further (and painful) admission of my lack of
expertise, I found it a bit difficult to discern what actions you thought
would help clarify the problem I was seeing.

I don't know where to look for any logs you ask about, however when I enter
"net helpmsg 14081" (in a CMD window), I get the response "The referenced
assembly could not be found."

Each time I attempt to check for updates, it first says I need to update
Windows Updater and it tries to install:
1138506A-B949-46A7-B6C0-EE26499FDEAF, so it looks like that update isn't
installing correctly, hence the unfound assembly perhaps?

When Googled, I came up with a Symantec white paper on Vista user interface
privilege isolation, but not sure that it has any bearing as I get the same
problem whether I run as Admin or not:

Please provide additional detail on what info you would find useful in your
analysis.
