microsoft 3.1 installer

I have had to reinstal windows XP (upgrade) on my pc and i can't seem to
instal MICROSOFT INSTALLER 3.1 ITS PART OF MICROSOFT UPDATE.
I get this Security update xp (KB917244)
ERROR CODE 0X800 7f0f4
I would be most grateful if anyone has any ideas!!

Have you tried installing it manually?

Do you get any more specific errors in KB893803.log?
