Cumulative Security Update for Outlook Express 923694 (MS06-076) was
released in Dec-06 and your message headers tell me that it is, in fact,
installed. But the headers also tell me that:
(1) a later cumulative update for OE (929123; MS07-034) is NOT installed and
that...
(2) an even more-recent Critical Security Update for OE (941202; MS07-056)
IS installed.
[This leads me to believe that either you had Automatic Updates disabled for
a period of time and had been picking & choosing updates to install or
Automatic Updates wasn't working properly for a period of time.]
In any event, here's how to correct the problem:
1. Close Outlook Express.
2. Disable Automatic Updates via Start > Settings > Control Panel >
Automatic Updates > "Turn off"
3. Delete C:\WINDOWS\SoftwareDistribution <=this folder
4. Open Add/Remove Programs > Make certain the Show Updates box is checked
(top, right) > Scroll down and uninstall "Security Update for Windows XP
(KB941202)"
5. Reboot if prompted to do so.
6. Download the installer for 929123, saving it to your desktop:

7. Double-click on the saved file (WindowsXP-KB929123-x86-ENU.exe) to
install.
8. Re-enable Automatic Updates via Start > Settings > Control Panel >
Automatic Updates
