Renaming Software Distribution did not work for the issue that I was
having.
I resolved the issue by installing the KB941649 update manually. It
installed, showed as install successful but kept coming up in the
availble update list and attemtping to re-install with the automatic
updates. I renamed the edb.log file in windows\system32\catroot2 and
checked for updates which now reports non currently available. I
assume that this rebuilds the update database and corrects any
corruption in the catroot folder.
