Windows Installer 3.1

I recently had my mother board replaced in my laptop. I am using XP Home
Edition. When updating using Express update the followin message appears:

The following updates could not be installed--Microsoft Windows Installer 3.1.

Also, it sometimes says the Windows Genuine Advantage Validation(KB892130)
wasn't installed. Is it a registry issue? Do I have to register the Wups2.dll
file or download the Windows update agent and if so, which one? Not sure what
to do.
