Update Error 80246008

Hi there!
I've got a problem with the Windows-Update (Vista x64 Business).
The Error Code 80246008 occurs, the knowledge base says i should
restart the BITS-service, but it isn't there, so i can't change the
running modus.
In addition to this, i can't register qmgr.dll. A DllRegisterServer-
Error occurs, if i try "regsvr32 qmgr.dll".

What should i do?

While in Safe Mode with networking, download, save, and then install :

An update to prevent a Background Intelligent Transfer Service (BITS)

Restart to normal Windows mode.
