We use a Fortinet firewall. It was blocking the update at the firewall. We
needed to create an exempt rule for the Windows Update mirror, which we found
in our Antivirus log by IP address. Put the IP address in the Web exempt list
and you're good to go. I'd love to know what aspect of the update service is
getting blocked, but I haven't found that yet. I will post when i find it.
