Update will not launch, remains on "opening page" with hour glass.

Hello, and thanks in advance for advice.
Installed new hard drive with fresh installation of Win XP w/ SP2.
Activated software with Microsoft.
No other software installed.
Internet settings are "Default" setting from the fresh installation.

Start > Windows Update

Web page is blank, states "opening page" at bottom, "hour glass" remains on
screen. Windows Update will not launch.

Reviewed solutions from Newsgroup related to this, and solutions from MS
Support, only suggestion found was to:

Start > Run > regsvr32 jscript.dll

This does not work. Any suggestions?
