Windows Update keeps telling to install updates !

Hi,

I've just done a fresh install of Windows Vista Ultimate on 2 computers, at
different locations, and both have the same problems (both are not yet
activated).

1 - Windows Update downloads the patchs (about 35), install them, reboot,
continue the install... and when I check Windows Update again, the patchs are
not installed. Then, when I shutdown the computers, Vista tries to install
the patchs another time... ans so on.

2 - Perhaps a little off topic or linked... but I cannot download anything
from IE7, directly or with the "Save as..." command menu. I've found that it
could be the UAC of Vista that blocks it.

I'm working in systems & networks, and that's the first time I saw those
errors with Vista !!!

Any help will be rally appreciated...
