I have this problem and I finally found the cause.
Looking in the windowsupdate.log I saw

I have Vista version 6.0.5840.16384 which turns out to be a pre-
release version. Thinking back, I got this install disk at the
Windows Vista Launch Preview and I didn't realize that it is beta
version. My question now is, if I buy a retail version how to I
install the new version but not change any install programs etc.
