For WinXP I would have suggested trying this -
Click Start, select Run, now type in:
regsvr32 wintrust.dll
Press Okay
I do not know if it will work in Vista as I haven't got around to trying it yet.
For Vista, you'll need to start another free Windows Update support incident request:

|I have not been able to update Vista since the beginning of July. I was being
| helped by microsoft's Bruce Shi for awhile, but he stopped responding to my
| e-mails.None of the solutions he gave worked. After going through this
| community, I was able to remove the first error, but am now met with Error
| 800B0100. I have tried all the methods I could find on here. Clearing the
| Sfotware distribution, renaming the Catroot, and using the Vista disk. When
| using the Vista disk to upgrade, after it finishes it says that it could not
| be installed. When I try to reinstall Windows Update, I get the error
| 0x800b0100.
| Does anyone know how I can fix this? It wasn't bothering me so much before,
| but lately my programs have been failing, and I'm guessing it's from not
| updating.
