The problem is basically that exe files won't download. The Security
Zone Policy won't allow it apparently and says it needs to be changed in
a mail program when I check the help, which makes absolutely no sense to
me. Any idea of how I can fix this? If you can help me figure this out,
please do. Here are some screencaps:

I would say you need to apply the terminology to the browser program,
since that is the solution/program that is in contact with the Web site
and is trying to do the file download, not a mail program. In other
words, look at the security settings of the browser.
