Cant download .EXE files

Im running VISTA .Up to just recentlyI could download,But after I downloaded
a couple of security updates I cant download .EXE files now.It says(YOUR
CURRENT SECURITY SETTING DO NOT ALLOW THIS FILE TO BE DOWNLOADED) All of my
setting is tured off or turned down to the lowest setting.

make sure your virus protection is not stopping exe from downloading
