Outlook 2003 unblock attachment

Trying to unblock a url attachments, tried downloading unblocking
program doesn't work. It is not blocked by google, tried that. Any
other suggestions?

Have you tried saving the email in html format, then opening that file in
Internet Explorer?

I believe that this changes the security zone for the content
of the HTML document. Just a heads up.
