Haven't noticed this myself (until I read your post and tried it myself!),
but Vista as a client OS this function isn't so interesting as it is on a
server.
I cannot answer if it was done intentionally, but I do know a way around it,
use cmd command icacls (cacls in XP)
with icacls you can set folder permission on more then one in the same
command.
