Blocking new account creations

Hi i am using Vista Ultimate x64 and i am just posting to see if it is
possible to block new account being made on vista. As i have a few
friends who are able to get past my password and create new account just
to annoy me.

If there is any way to block new accounts being made in vista it would
be very helpful.

That would be by keeping your administrator account password for yourself.
If your friends can add accounts to your system, they have access to an
admin account. Change the password to a strong one, not something
easy-to-guess, and do not write it down. Use password protected Standard
User accounts only for others, disable the Guest account, and keep UAC
enabled.
