One has the 'Run as Administrator" box checked, because it won't work
otherwise. The other one doesn't. Both are installed as startup programs in
the Windows Registry. No logon scripts.

OK, that makes more sense. So, no. You can't change that. I'm not sure why
the second one prompts, but short of configuring UAC to allow automatic
elevation, or turning it off altogether there is no way to get rid of the
prompt. If the program worked without admin privs you could probably work
around it, but as you claim they don't, you can't really do much.
