Using Windows Vista
Office 97 Proff

Cannot connect to the Net with IE 7.x if the check is ticked in | Tools |
Options | Security | Enable Protected Mode

But, if Enable Protected Mode is un-checked, IE 7.x will connect.

Office 97 Proff Outlook DL's the email. But if Enable Protected Mode is off
the IE browser goes out to the web.

What should I change?

Which web site are you trying to go to? Protected Mode should only impact
your experience in IE if you are using web sites that are written to take
advantage of the fact that you are an administrator.
