DEP not alowing me to use MSN

Hi guys
DEP won't let msn explorer sign in and run.
When I go to the DEP page nothing is checked and I can't change anything.
It used to work ok.
I use Qwest DSL with msn Premium on Vista home Premium.
What could my problem be ?
