going on a site to download a form , and when i click on view and print i get
the message that internet explorer has refused downloads from this site.
i have allowed all popups.

That's a different problem. Apparently, the site is considering the form to
be a download. You should be getting a yellow bar on top of the IE window.
Click that and select "permit download" (or some such thing. I can't recall
the exact text off the top of my head).
You can also add the site to the Trusted Sites zone, but just permitting it
to download once should be enough.
