Problem in downloading contents from Mercury Quality center 9.9

Hi, I am trying to run MQC 9.0 at my machine (MS Vista). Previously, on Xp I
was able to run it after putting DEP off. But this time on Vista I am unable
to do the same as OS is blocking the first time downloads from the mercury
website.
Please help

I haven't the foggiest was MQC is, but how exactly is the OS blocking
first-time downloads? Is this after you installed the software? What exactly
does the warning say?
