Yes setup a printer using a monochrome compatible driver for the printer
using the default security settings
Create another printer that uses the normal driver for the device. Create a
security group on the domain or a local group and add the users who need to
print color (or bring cookies for their print admins). Remove the Everyone
group from the security tab on the printer. Add the new group with print
rights.
If the device has a network card, lock the admin panel on the device so
people can't print the configuration page and print directly to the device.
